Abstract:
Water bank can be thought as an institutional mechanism that facilitates the legal transfer and market exchange of various types of surface, groundwater, and storage entitlements. The California Drought Water Banks, the most well-known water banks, have been established by state governments to transfer water rights temporarily among entities. This paper focuses on California's experiences with water banks and water transfers. The activities, operation, and water management strategies of the California water banks are introduced, and some of the issues and lessons from the state-operated water banks are summarized.
