1.1  The members of the editorial board of this journal are recognised experts in the field of water conservancy. The names and affiliations of members have been listed on the official website under the editorial board menu.

1.2  The contact information of the editorial department of this journal is listed in the journal information column on the homepage of the website.

2             Responsibilities of Authors

2.1  Authors should follow the journal's required text, graphics, and reference formats when submitting manuscripts.

2.2 The author's primary responsibility is to ensure the accuracy and originality of the description of the results, to discuss the results objectively, to avoid negligence and exaggeration, and to oblige the manuscripts to participate in peer review.

2.3  Only those who make important contributions to the research or manuscript can be listed as authors. The authors of the papers should be ranked according to their contributions or conventions. At the same time, all authors are responsible for the research results, including academic and moral responsibilities.

2.4  Any author is obliged to correct any errors in the manuscript or to withdraw the manuscript.

2.5  The author should explicitly reference all external resources for technical support in the submitted manuscript.

2.6   Academic publishing resources are very limited, and authors are prohibited from submitting more than one manuscript.

2.7   The author should properly acknowledge everyone who contributed to the preparation of the manuscript.

3             Plagiarism check

3.1 The paper submitted by the author should be original work, the content has never been publicly published and does not involve the issue of duplication. In the event of infringement or disclosure, all responsibilities shall be borne by the author.

3.2 Contributions are required to be free of plagiarism, citing other author's views and achievements is required to cite in literature and indicate the reference information.

3.3 The submitted paper's data should be authenticated and reliable, and academic misconduct such as forgery, tampering, or plagiarism is strictly prohibited.

3.4  The name order in the paper must be reviewed and approved by all authors. The name and sequence of the author of the submitted papers cannot be changed in the middle to ensure the authenticity and accuracy of the author's name.

3.5  In the submission, please indicate the funding information of the paper or research, and the person or unit that supports or assists the publication of the paper can be reflected in the acknowledgment of the paper.

3.6  The editorial department has the right to directly reject multiple submissions for one manuscript if it is not submitted to other journals. The authors shall bear the consequences of multiple submissions for one manuscript.

3.7  For all submitted papers, the editorial department uses the "Academic Misconduct Literature Check (AMLC)" launched by CNKI to conduct double checks before the papers are submitted for review and formally accepted. For papers with a high repetition rate, the editorial department will directly reject the manuscript or require the author to modify it according to the specific situation.

4             Peer review process

4.1 The journal has published the peer review process and the time required for each stage of submission is presented on the website in the notice menu.

4.2 The reviewer should inform the editor whether he/she agrees or refuses to review the submitted manuscript within certain time duration.

4.3 The reviewers should review the submitted manuscripts in a fair and confidential manner, and perform the review process objectively.

4.4 If a reviewer has a conflict of interest with any author or institution, the reviewer should avoid reviewing the submitted manuscript.

4.5 The reviewer should point out the parts of the manuscript that are not marked with references, and make relevant comments and suggestions on the manuscript.

4.6 The reviewer should complete the review process within the prescribed time.

5             Duties of the editor

5.1 The editor should confirm receipt of the submitted manuscript within a certain working day.

5.2 Editors should ensure that all information submitted is confidential.

5.3 If the editor has a conflict of interest with any author or author’s institute, the editor should avoid processing the manuscript.

5.4 Editors should ensure that all submissions are reviewed fairly.
4.5 The editor shall have the right to make a final decision whether to accept the manuscript based on its importance and originality.

6             Publishing ethics

6.1 Periodical editors should publish papers under the prescribed procedures, and the publication of misconducted papers is prohibited.

6.2 Journal editors are obliged to make allegations of research misconduct and handle them properly.

6.3 Journal editors should promptly apologize, make explanations, and withdraw manuscripts that are accused of misconduct.

7             Copyright and Licensing

7.1 The author of the paper guarantees that the paper is an original work and does not involve any misconduct or infringement. In the event of infringement or disclosure, all responsibilities shall be borne by the submitting author.

7.2 The author of the paper guarantees that the paper does not submit more than one manuscript. If the editorial department finds that the author of the paper has submitted more than one manuscript of that paper, the editorial department has the right to make up for the loss caused by the author of the paper to the editorial department and notify it within a certain period.

7.3 The author of the paper guarantees that the authorship of the paper is not disputed. Once the paper is finalized, its name sequence shall not be changed. If there are special circumstances, a description of the author’s name and the author's corresponding unit must be issued the letter and the official seal shall be affixed. In the event of a dispute over the right of authorship, all responsibilities shall be borne by the author of the paper.

7.4 The author of the paper voluntarily transfers the compilation rights, translation rights, printing rights, and electronic copyrights of the paper, and the information network dissemination rights on websites, WeChat, Weibo, and other forms of network technology dissemination to the editorial department. The editorial department will issue the corresponding sample journal to the author of the paper.

7.5 According to Article 4 of this contract, the author of the paper shall not permit others to use it in any form, but the author of the paper may quote (or translate) part of the content of the paper in his subsequent works or compile it in the author's non-periodical anthology.

7.6 This agreement is valid after both parties sign (stamp). This agreement is made in duplicate, one for the editorial department and one for the author. The author is requested to send the signed agreement as an electronic scanned version or printed to the mailbox of the editorial department for archiving by the editorial department.

7.7  For other unfinished matters, if disputes arise, the two parties will negotiate and resolve them; if the negotiation fails, they will be dealt with under the Copyright Law of the People’s Republic of China and relevant laws and regulations.

8             Archive

       The manuscripts are archived from the first draft to the accepted manuscript and the review process.

9             Ownership and management

The organiser of the journal is Hebei Provincial Department of Water Resources, and the competent unit in Hebei Provincial Institute of Water Resources Science, all of which have been indicated on the website.

10         Website

The journal's issue number, included database, and the published columns have been indicated in the journal website under the journal’s introduction menu. The journal is highly ethical and professional.

11          Release schedule

The periodical publication period of this journal is clearly stated under the website journal introduction menu.

12         Journal titles

The title of this journal is "South-to-North Water Diversion and Water Conservancy Science and Technology (Chinese and English)", which recognised from the South-to-North Water Diversion Project. It has obvious differences from other journal names and will not mislead authors and readers.
